
Border Crossing Procedure Simplified
Yesterday, July 1st, 2015, Moldovan Customs authority announced implementation of the pilot project on the recognition of authorized economic operators (AEO) that would benefit of simplified border passing procedures at the EU border. The pilot project is implemented together with the Romanian Customs authority and with the support of the European Commission and is based on the mutual assistance mechanism developed back in 2010 between Moldova and Romania.
Starting with 01.07.2015 operators of all EU member states holding AEO certificates will benefit of the following:
– Border crossing priority (a special track for AEO has been designed);
– Limited number of customs controls;
– Saving time and reducing operational costs of cross-border traffic.
The pilot project is the first step in implementing the mechanism for mutual recognition of AEO between Moldova and the EU, which is proposed to be promoted during the year.
Introduction and application of simplified procedures for authorized economic operators on the basis of objective and non-discriminatory principles is one of the obligations undertaken by Moldova under the Association Agreement.
Moldova is making its best effort to fulfill the targets of the Association Agreement. Moldovan authorities have created the premises for simplifying the border crossing procedures for foreign companies and national enterprises. Back in January 2015 Moldova amended its Customs Code and regulated the institution of AEO Certification which now is available to Moldovan residents.
As of today Moldovan companies that correspond to the requirements listed in the Customs Code may apply for AEO certificate and benefit of the corresponding facilities. Up to date 80 Moldovan companies have been already recognized as AEO.
