Personal Experience
Emil is a recognized expert in Moldovan competition and state aid regulations and economics. During his professional career, Emil has held several top managerial and board level positions in industrial, commercial, consulting and non-for-profit organizations. During his tenure as Vice-president of Competition Council in 2013-2018, Emil has been actively involved in taking important decisions in cases of mergers and acquisitions, cartels, abuse of dominance, unfair competition and state aid, involving different industries: banking, insurance, food and non-food retail, pharmaceuticals, energy and gas distribution, road transportation, tourism, airport services, online advertising, food processing and distribution, etc.
Following the Moldovan competition law reform of 2011-2013, Emil has been directly involved in drafting and putting in place the secondary legislation in competition and state aid, in line with the EU regulations. In 2017, he has been awarded with the Competition Council’s Diploma of Honor for remarkable results, professionalism and substantial contribution to the promotion and development of the competition culture.
Emil’s first-hand regulatory experience and deep understanding of competition economics, coupled with extensive managerial and boardroom experience in various businesses, make him uniquely positioned to offer a pragmatic and effective advice to companies and regulators facing competition related decisions.
